The Energy Assistance program is designed to help families pay a portion of winter heating costs. Households approved for the Energy Assistance program will receive a one time payment on their heating account.

Applications are taken October 1st - 31st for only those households with elderly or disabled persons, and November 3rd - April 30th for all households.

When a household is approved for Energy Assistance, an application is also automatically completed for the Weatherization Program (link above), which can help reduce future energy bills.

The Community Services Department performs customer intake, assesses needs, and determines eligibility for many of the programs the agency offers such as crisis utility disconnection assistance, FaDSS, Fair Conditioner Program, Kids Coat Connection, Low-Income Home Energy Assistance Program(LIHEAP), Head Start/Early Head Start Preschool, School Supply Program, Youth Recreation Scholarships, and Weatherization.

Services & Programs
Eastern Iowa MHDS Region
As of July 1, 2014, Iowa's community-based, person-centered mental health and disability services system provides locally delivered services, regionally managed with statewide standards. Local access to mental health and disability services for adults shall be provided either by counties organized into regional service system or by an individual county that is exempted from joining a region as provided in Iowa Code 331.389. Adult residents of Iowa will have access to mental health and disability services regardless of the location of their residence. Rule: Iowa Code 331.389.1.a. Regional leaders, guided by the regional management plan, coordinate quality community services that support individuals with disabilities in obtaining their maximum independence.

The Eastern Iowa Mental Health and Disabilities Services Region was formed under Iowa Code Chapter 28E to create a mental health and disability service region in compliance with Iowa Code 331.390. The Region was approved by the Department of Human Services on May 23, 2013, and officially began operating on July 1, 2014. The Region serves Cedar, Clinton, Jackson, Muscatine and Scott Counties, with a total population of approximately 298,523 according to the July 1, 2012 census.

The Weatherization Assistance Program funded primarily by the Illinois Department of HealthCare and Family Services, helps reduce heating and cooling costs for low-income residents of Rock Island, Mercer and Henry counties. Trained staff from Project NOW visit residents in their homes to conduct an energy audit. The audit will identify the energy problems of the home, and by conducting the needed repairs, save fuel and money while increasing the comfort of the home.

Rebuilding Together Muscatine County is a nonprofit that brings together volunteers to rebuild and revitalize the community and assist low-income persons with home repairs to allow individuals to remain in their home.

To apply for assistance: There is an application to fill out that is available on the website. A limited number of applications can be accepted. Persons served may include the elderly, individuals with disabilities, at-risk families with children and veterans/military families or persons.

To volunteer: There are many ways to volunteer with Rebuilding Together Muscatine, including skilled work, adopting a home, donating materials, assistance with coordination and organization of the projects, and monetary donations.

The USDA Rural Development office in Tipton has two programs available to assist with home repairs. Eligibility for both program sis tied to income and asset guidelines.

Home Repair Loan Program: Intended to improve in terms of safety and sanitation. The interest rate is 1% and the loan may be repaid over up to 20 years. Loans up to $20,000 may be available.

Home Repair Grant Program: The individual must be 62 years or older and unable to repay the money granted. The funds are intended by improve the health, safety, or accessibility of the home. Maximum grant amount available is $7,500.
