Eastern Iowa MHDS Region
As of July 1, 2014, Iowa's community-based, person-centered mental health and disability services system provides locally delivered services, regionally managed with statewide standards. Local access to mental health and disability services for adults shall be provided either by counties organized into regional service system or by an individual county that is exempted from joining a region as provided in Iowa Code 331.389. Adult residents of Iowa will have access to mental health and disability services regardless of the location of their residence. Rule: Iowa Code 331.389.1.a. Regional leaders, guided by the regional management plan, coordinate quality community services that support individuals with disabilities in obtaining their maximum independence.
The Eastern Iowa Mental Health and Disabilities Services Region was formed under Iowa Code Chapter 28E to create a mental health and disability service region in compliance with Iowa Code 331.390. The Region was approved by the Department of Human Services on May 23, 2013, and officially began operating on July 1, 2014. The Region serves Cedar, Clinton, Jackson, Muscatine and Scott Counties, with a total population of approximately 298,523 according to the July 1, 2012 census.

The Property Tax Credit/Rent Refund program at Senior Resources assists elderly or disabled persons to fill out forms to receive a property tax credit or rent refund between the motns of February through May. The purpose of the Kids First fund is to provide funding for students in the Muscatine Community School District who have a need as identified by an MCSD employee. Some of the things the Kids First fund has covered are shoes, clothing, gas for college visits, school supplies, and activity fees.

The USDA Rural Development office in Tipton has two programs available to assist with home repairs. Eligibility for both program sis tied to income and asset guidelines.
Home Repair Loan Program: Intended to improve in terms of safety and sanitation. The interest rate is 1% and the loan may be repaid over up to 20 years. Loans up to $20,000 may be available.
Home Repair Grant Program: The individual must be 62 years or older and unable to repay the money granted. The funds are intended by improve the health, safety, or accessibility of the home. Maximum grant amount available is $7,500.
